Development Policies of Malaysia and Its Economic Growth

ABSTRACT

  Malaysia's rapid economic growth is expressed in terms of miracle which was once labelled to Japanese economic growth. Now in Malaysia a new development policy stated in the Seventh Malaysia Plan(1996-2000) under the Second Outline Perspective Plan and Vision 2020 has been implemented in order to make more rapid progress toward highly developed industrial country in 21st century. The words of New Challenge and New Strategy are found in many pages in the Plan. The author takes a general view of the process of rapid progress of Malaysia after its independence, then examines distinguishing characteristics of development policies and economic growth. This paper consisted of the following chapters and sections; Introduction/ 1. General view of the present status and special feature of population of Malaysia/ 2. Historical review of development policies, 2-1. Independence and development policies: the first stage, 2-2. Introduction of New Economic Policy(NEP): the second stage, 2-3. State-owned enterprise and Bumiputera policies, 2-4. Mahathir and development policies, 2-5. Foreign investment and economic growth: the third stage/ 3. Vision 2020/ 4. The Seventh Malaysia Plan and Mega-Project: the fourth stage, 4-1. The Seventh Malaysia plan and new strategies for development, 4-2. Anti-inflation policy and development policy, 4-3. Targets and policy framework of The Seventh Malaysia plan, 4-4. Mega-project and Information-rich policy/ Discussion. Briefly speaking, it can be said that the distinguishing characteristic of Malaysia's development policy is to aim at realizing the following two tasks at once; one is to abolish economic disparity between races and promote national unity which Malaysia have had since independence, another is to become highly developed countries under the circumstances of economic globalization and liberalization. However Malaysia is coming near the time when such a development policy with double-sided strategy is re-examined. It is worthy of notice for not only other Asian countries but also any other countries in the world that what kind of development policies will Malaysia adopt and what kind of social change will Malaysia experience in the near future.
